I believe it is quaker gun...which was not actually a gun but sometimes made from a log to resemble a gun...ie. Useless

I'm fine with quaker gun - my headscratchers are these:-
2D/ "Sky program that's infectious: one
could get hooked" (L-B-O-M). I can only
think of LOBWORM but I can't link that
to "SKY", where something beginning
with LAB, as in SKYLAB, is more
appealing.
Also,19D/ "God's own judge, carrying appeal
skyward." It's 7 letters and the only
definite ones I have are ----V-H. Is
this JEHOVAH?
Going across this one is:-
23A/ Old character, with an exhortation to
peer to return, displays spirit. (7)
I have E---N-L. ETHANOL is only one of
at least three spirits/chemicals to fit
if I'm thinking along the right lines.
And could the character be "E.T."?
The other intersecting clue to 19D/ is 19A/,
consisting of 5 letters, and clued:-
"In meeting places hard for one to find
children's adventure writer." If
"JEHOVAH" going down is correct, I
would have J-H-S, which would normally
lead me to "JOHNS", the writer of
Biggles, of course. But I cannot see
the meeting places in the answer.
Either the clues are a bit woolly this
week or I've succumbed to the snow and
ice! Any suggestions, please?
